Interpharma soutient le projet de mandat de n\u00e9gociation avec l\u2019Union europ\u00e9enne, car il apporte s\u00e9curit\u00e9 de planification et stabilit\u00e9 juridique pour la place de recherche et de production suisse. Il est \u00e0 pr\u00e9sent important que le Conseil f\u00e9d\u00e9ral entame rapidement les n\u00e9gociations.<\/strong><\/p>\n\n\n\n

Des relations stables entre la Suisse et l\u2019UE et le libre acc\u00e8s au march\u00e9 int\u00e9rieur europ\u00e9en sont d\u00e9cisifs pour l\u2019avenir de l\u2019industrie pharmaceutique pratiquant la recherche. Pr\u00e8s de la moiti\u00e9 des exportations pharmaceutiques vont vers l\u2019UE, les entreprises suisses sont donc largement tributaires de la mise \u00e0 jour de l\u2019ARM (accord de reconnaissance mutuelle en mati\u00e8re d\u2019\u00e9valuation de la conformit\u00e9) et d\u2019un acc\u00e8s au march\u00e9 int\u00e9rieur de l\u2019UE aussi libre que possible. En outre, la libre circulation des personnes et la coop\u00e9ration dans le domaine de la recherche, en particulier l\u2019association \u00e0 Horizon Europe, rev\u00eatent une importance capitale pour la place d\u2019innovation.<\/p>\n\n\n\n

\u00abLa coop\u00e9ration est la cl\u00e9 pour maintenir la comp\u00e9titivit\u00e9 de la Suisse et de l\u2019Europe par rapport \u00e0 d\u2019autres march\u00e9s dans le domaine de l\u2019\u00e9conomie, de la recherche et de la production, ainsi que pour assurer la s\u00e9curit\u00e9 d\u2019approvisionnement.\u00bb<\/em><\/em><\/p>\n<\/blockquote>\n\n\n\n

Raisons pour lesquelles l\u2019ARM, la libre circulation des personnes et la participation aux programmes de recherche de l\u2019UE sont d\u00e9cisifs pour la branche pharmaceutique:<\/p>\n\n\n\n

  1. Entamer les n\u00e9gociations avec l\u2019UE permettra de mettre \u00e0 jour l\u2019ARM, ce qui est tr\u00e8s important pour les exportations de l\u2019industrie et la s\u00e9curit\u00e9 d\u2019approvisionnement. <\/strong><\/strong><\/li>\n<\/ol>\n\n\n\n

    L\u2019ARM entre la Suisse et l\u2019UE \u00e9limine des obstacles techniques au commerce et permet ainsi de commercer librement avec l\u2019UE. Si l\u2019ARM n\u2019est plus mis \u00e0 jour, la place pharmaceutique suisse risque d\u2019\u00eatre soumise \u00e0 de doubles inspections des sites de recherche et de production ainsi qu\u2019\u00e0 de nouvelles certifications des lots dans l\u2019UE. Des calculs montrent que la disparition de l\u2019ARM avec l\u2019UE co\u00fbterait plus d\u2019un demi-milliard de francs suisses par ann\u00e9e. De nouveaux obstacles techniques au commerce d\u00e9graderaient aussi l\u2019acc\u00e8s des patient-e-s suisses \u00e0 des m\u00e9dicaments vitaux.<\/p>\n\n\n\n

    2. Sur la base du projet de mandat de n\u00e9gociation, il sera possible d\u2019assurer \u00e0 long terme la libre circulation des personnes et donc l\u2019acc\u00e8s \u00e0 du personnel qualifi\u00e9 originaire de l\u2019UE dont nous avons grand besoin.<\/strong><\/p>\n\n\n\n

    L\u2019industrie pharmaceutique a particuli\u00e8rement besoin de personnel hautement qualifi\u00e9. Sans son personnel \u00e9tranger, la branche pharmaceutique ne pourrait ni faire autant de travaux de recherche, ni produire autant, car malgr\u00e9 des efforts constants de renforcer le march\u00e9 du travail national, celui-ci est trop petit pour couvrir la forte demande en personnel qualifi\u00e9. En ce qui concerne la protection des salaires, nous soutenons la position du Conseil f\u00e9d\u00e9ral. Des mesures suppl\u00e9mentaires ne sont pas n\u00e9cessaires.<\/p>\n\n\n\n

    3. Seule la conclusion des accords bilat\u00e9raux III assurera \u00e0 long terme la participation aux programmes de recherche de l\u2019UE.<\/strong><\/p>\n\n\n\n

    C\u2019est gr\u00e2ce aux r\u00e9seaux internationaux dont la place de recherche suisse fait partie que la Suisse est actuellement l\u2019un des pays les plus innovants au monde. L\u2019impact \u00e0 court terme de la non-association au programme de recherche de l\u2019UE a pu \u00eatre partiellement amorti par un financement transitoire. Mais \u00e0 long terme, la place de recherche suisse perdra en attractivit\u00e9 si l\u2019association compl\u00e8te au programme Horizon n\u2019est pas assur\u00e9e.<\/p>\n\n\n\n

    Une fois les consultations sur le projet de mandat de n\u00e9gociation achev\u00e9es, il convient que le Conseil f\u00e9d\u00e9ral l\u2019adopte et entame sans tarder les n\u00e9gociations avec l\u2019UE.<\/p>\n","protected":false},"excerpt":{"rendered":"
