When health products\nand technologies are assessed, the point is not simply to establish whether a\nnew analysis, surgical technique or medicine is effective, but also how great\nthe added value is compared to existing interventions.<\/p>\n\n\n\n<p>The\nterm Health Technology Assessment (HTA) has become established for this\nsystematic evaluation of medical procedures and technologies. The objective of\nthis benefit assessment must be to keep the health service open to innovations\nin order to improve the quality of care and treatment outcomes. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-not-a-tool-for-rationing\"><strong>Not a tool for rationing<\/strong><strong><\/strong><\/h2>\n\n\n\n<p>Major\nefforts are being undertaken worldwide to assess prevention, diagnosis,\ntherapies, medicinal products, organisational structures and chains of care in\norder to provide the authorities with a basis for taking health-policy\ndecisions that will be accepted by the population. Systems like HTA for\nassessing health benefits can provide important information on the relative\nefficiency of therapeutic alternatives and are thus an important\ndecision-making aid. <\/p>\n\n\n\n<p>The Federal Council&#8217;s Health 2030 strategy aims to improve medical treatment while monitoring cost developments. As part of its Health 2020 strategy, the federal government has already launched an HTA program to reevaluate services already covered by compulsory health insurance. In this context, HTA enables transparent and evidence-based decision-making in order to reduce ineffective and inefficient services, improve the quality of healthcare, and reduce costs.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-hta-must-meet-demanding-requirements\"><strong>HTA must meet demanding\nrequirements<\/strong><strong><\/strong><\/h2>\n\n\n\n<p>Expansion\nof cost-effectiveness assessments like HTA is a demanding task. They are\ncost-intensive and therefore require a clear focus. They should examine entire\ntreatment pathways and organisational structures rather than individual\ninterventions. Furthermore, an assessment of health benefits must be based on\nsolid scientific methods and their use must be transparent, timely, balanced\nand fair. Activities without prior consultation can lead to duplication and\nunnecessary bureaucracy.
